This is a symptom of the disease that has infected US foreign policy. Perhaps if the policymakers

in Washington were a little more concerned with diplomacy and improving international relations

instead of following the "Bring 'em on !" line that the republicans have been following things like this

would not be tolerated. Perhaps 9-11 wouldn't have happened. Perhaps.

This week the holding company Rambler and the corporation Russia on-line began an unprecedented action in the war against spam. The first guinea pig, the well known American Language Center, regarded as one of the worst spammers on the .ru net. This company's  advertisements, are configured to get around anti-spam filters, and attempts to contact the company to have oneself removed from their lists only causes an increase in the avalanche of mail. Several unorganized attempts to stop their spamming during the past month had no effect.

In the end, Andrey Korotkov acting communications minister, heading the program "Electronic Russia" became a  victim of their spamming. An answer to his letters and his requests to stop sending him messages was never received, however the messages began to arrive personally addressed to him.

The acting minister gave an interview to "Rambler-Audio" regarding the situation, and then delivered ALC the following warning, " I would like to warn you, if you do not stop your illegal activities, not only I but also the association that is now engaged in actions to stop spamming, will take adequate measures. Measures which will not only stop you from interfereing with people's abilities to use electronic mail but which will also significantly make your lives difficult. Again I strongly request that you stop your illegal activities and think of legal ways to achieve your goals."

This fragment of his message was used in the organization of an "adequate answer". ROL, "Russia On-Line", one of Moscow's largest internet providers, organized automatic non-stop calling to all the numbers listed on ALC's ads. When the phone was picked up ALC's operators were played a recording of the acting minister's message. Calls came in at a rate of one every ten seconds.

Later "Rambler" and ROL intend to change the repertoire of the automatic calls. They plan to open a site on which users of .ru net can express their opinions about the American Language Center, in audio form. They will also be used in the adequate answer system.

Notes:

Well. we'll just have to see what comes next. As for me as an American ex-pat living in Moscow I could do without self serving organizations like the American Language Center. Things are already bad enough. This is just another brick in the wall which started to be built between Russians and Americans when NATO expanded. Then came the war in Yugoslavia, the Clinton-Monica fiasco, the current US administration and now US military activity all over the world.

A little background on the ALC:

The ALC was a nothing school, started and run by a Ukrainian named Varden, employing Russian teachers, with groups of up to thirty five people and using a ridiculous system whereby students were instructed to speak English using a mountain of idioms, slang, and almost no grammar. Students finishing the course were lucky if they knew the difference between present continuous/progressive and past simple/indefinite but could tell you what, shape up or ship out, means, man! (sic) Gag me with a spoon dude!

An American who was asked to become a manager there and accepted, was told to make phone calls to prospective clients reading from a script in Russian and asked to accentuate his American accent in order to give credence to the school's name. He was told to do callbacks until 10pm and became dismayed when he found that 90% of the people he was calling had been called three or four times before. More to come! Maybe.

Thank you Varden, for what you have done for all Americans living in Moscow.
